ABC So-Cal Chapter Watchdog Program

One of the key purposes of Associated Builders and Contractors is to insure a fair and open marketplace for Merit Shop contractors thereby increasing income opportunities in the public sector. This market is constantly threatened by those who would seek to implement Project Labor Agreements, Project Stabilization Agreements or discriminatory language into bid specifications and controlling documents related to public works. It is critically important to the interest of all of our members and to Merit Shop contractors everywhere that we watchdog our areas of interest in order to make certain that the region is free from this type of discrimination.

Oftentimes elected officials are not aware of deceptive language that is being placed in their bids via staff negotiations or other methods. It is critical that we are able to reach these officials prior to their voting embarrassing language into place. For this reason we seek your help in order to be proactive in this matter.

I have attached a list of cities in the Orange, San Bernardino and Riverside County areas. Would you please pick a city and agree to spend just 5 minutes per week reviewing their city council agenda online? If you see any subject matter that relates to Project Labor Agreements, Project Stabilization Agreements, Labor Stabilization Agreements, Prevailing Wage, Living Wage, Labor Compliance Programs or Pre-Qualification Ordinances please contact me and let me know what you have found.

Also, if you are aware of any local newspapers you might peruse periodically and let me know if there is any major public construction I should be made aware of it would greatly help us to help our members stay on top of new business opportunities. Once you have chosen a city please fill out the Watchdog form and fax it to me. I will call you to welcome you to the team and answer any questions you might have.
